Overview

California is on the leading edge of renewable energy in the United States, but will it be the next Germany? This web conference is designed to provide a variety of perspectives on the best model for ramping up the deployment of renewable energy in California and the U.S. Leading industry experts will discuss and debate the following topic areas and questions:

What is the relationship between a feed-in tariff (FIT)—such as that being debated in California—and power purchase agreements (PPAs), which—prior to the solar sector drop off—have been very successful?
• Can PPAs and FITs co-exist or are they competitive business models?
• Do they feed in to one another?
• Are the customers for PPAs and FITs the same or different?
• Which model is more effective in expediting the deployment of solar PV?

Pricing and the economics of solar projects
• Is the price of a FIT too high?
• Will money paid to companies come out of ratepayers’ pockets only to line the pockets of foreign module manufacturers?
• Will there be rate hikes? Is this fair, socially? Is it environmentally prudent?
• From the perspective of the customer, is it better to get a PPA and be guaranteed lower rates, but have system on site? To buy green power from the utility? Or, to use land owned for a wholesale project?

Political positions
• Who is for and against a feed-in tariff?
• What is the rationale for their position?
• What program designs are being championed?

About the Presenters

Sue Kateley is Executive Director of the California Solar Energy Industries Association.
Sue has a career of 30 years developing and implementing energy policies and programs with a particular focus on renewable energy and advanced technologies. Sue’s career at CALSEIA started in the early 1980s. At CALSEIA her work included the Uniform Solar Energy Code, establishing the Solar Contractors’ License Classification, and consumer protection and enforcement related to the design of California’s solar incentive programs. Sue left CALSEIA to join the California Energy Commission in 1986.

Sue retired from the Energy Commission in 2007 and rejoined CALSEIA for a second tour of duty. In the two short years back at CALSEIA Sue has led efforts to streamline the administration of the California Solar Initiative and make other programmatic improvements, develop statewide incentives for solar water heating, build comprehensive policies that integrate energy efficiency and renewable energy, inform policymakers and the public on policies and programs in a manner that will expand the use of all solar technologies in California and establish a sustainable industry for a clean energy future. Her current efforts are focused on implementing a feed-in tariff for distributed solar generation and improving permitting processes and requirements at local building departments.



Craig Lewis
, Principal of RightCycle, achieves desirable outcomes for Smart Energy via legislation, regulation, and public funding (grants, siting incentives, etc). His efforts are focused on California and at the Federal level. Mr. Lewis has over 20 years of experience working in high growth industries, including renewables, wireless, and semiconductors. Mr. Lewis transitioned from the wireless industry to the Smart Energy industry in 2005 by spearheading energy policy development for Steve Westly’s 2006 gubernatorial campaign in California. Until early-2009, Mr. Lewis was VP of Government Relations for GreenVolts, where he served for two years securing successful policy outcomes in legislation, regulation, and public funding.

Mr. Lewis is a leading renewable Smart Energy strategist and advocate. He is currently leading a legislative effort in California to implement a comprehensive Feed-In Tariff (FIT). Mr. Lewis is also a leading advocate for comprehensive FITs throughout the United States and for using them to unleash the tremendous potential of Wholesale Distributed Generation (WDG), which is the 20MW-and-under, distribution-interconnected market segment that avoids transmission dependencies and the long delays that are associated with transmission build-outs.



Jigar Shah launched SunEdison in 2003 based upon a business plan he developed in 1999 for a university class. That became the basis of the SunEdison business model: Simplify solar as a service. It allows organizations to purchase solar energy services under long-term predictably priced contracts avoiding significant capital costs of ownership and operation of solar energy systems.
 
Today, as an expert on energy project finance and changing energy policy, Shah works globally with leading influencers to guide legislators on renewable energy, global warming and sustainability.

Shah holds a BS in Mechanical Engineering from the University of Illinois, Champaign-Urbana, and an MBA from The University of Maryland.
